H R Deshpande inaugurates seminar on ‘Law Relating to Private Security and Investigation’

 12.06.10 Mangalore : Mangalore Bar Association and Department of Security and Detective Science of MIFT College, jointly organized a seminar on ‘Law Relating to Private Security and Investigation’ at SDM Law College on June 12, Saturday.

Speaking after inaugurating the event, H R Deshpande, District and Session court judge, said that our modern society is more dynamic and is going under the level due to over growth of population, decline of social value hence teaching values is important.

He also said that, at present day the private investigations have come up in society and the method they have adopted to investigate must include more scientific tests like Narco analysis, DNA and other.

The investigations must be conducted with more sharpness and intelligence. Most of the investigative department conducts the operation with the intensive care, he said.

The increase in business establishments has also increased the large number of private securities. The private multi national companies also have come up with the suitable activities, he added.

He said, Private security law must deal with private security industries. In 2005 government of India enacted a law on this and in 2007 government of Karnataka framed a law on it.

IGP Gopal Hosur in his presidential address said that Private security is nothing new to police of India. It was difficult for th olice to police the whole system. Earlier every village had a group of people and forms a party to ensure safety and security of the village and act as a bridge between village and police.

Earlier the police officials would find them smaller in post when compared to the private securities due to the similar uniforms they wear and the batches that contains higher reputation.

Dr Srikanth V Mangsuli, Rtd. Hod- Department of Criminology and Forensic Science, Karnataka University, Dharwad presented seminar on the topic ‘Legal Aspects of Forensic Evidence’, Mr Ashwinder Singh Lamba, CEO-360 degree Investigations, New Delhi on ‘Relevance of Private Investigation in Law and Security’, Mr M K Nagaraja, former IGP, Karnataka State on ‘Need to Regulate Security and Investigation’.

Dr Aroor Prasad Rao, chairman, ALN Charitable Trust, MG Hegde, director, MIFT College, SP Chengappa, president of Mangalore Bar Association and Elizabeth Neeliyar, vice president of Mangalore Bar Association participated as the guests on the occasion. Dr P S Yadapadittaya, registrar (Evaluation), Mangalore University was the guest of honour.
